Digital Builders

The Digital Builders programme is an initiative launched by the Greater Paris Metropolis aimed at bringing together a community of public agents mobilised to collectively develop digital public services on a metropolitan scale.



To create this community of Digital Builders, the Metropolis relied on the Digital Explorers network and on the receivers of grants in the framework of the FMIN. The programme is also open to any public official interested in the dynamics of innovation.

This initiative is part of the Innovato'R programme of the European Urbact network, which the Greater Paris Metropolis joined in 2018, alongside the cities of Cluj-Napoca, Murcia, Porto, Rotterdam, Turin and Veszprem. The programme aims to develop the dissemination of good practice and promote mutual support between communities across Europe.

It was organised in three phases:

  • 6 and 7 November 2019: Two consecutive days of collaborative workshops to identify 5 potential metropolitan digital services.
  • November to December 2019: Further development of service projects to produce first draft summaries.
  • 21 January 2020: Working day focused on strengthening each project, including a presentation to a panel

At the end of the programme, four metropolitan digital service projects were announced, in connection with the issues of user relationship management, citizen participation, digital mediation and a resource centre.
